A scan of the first page of an article or two, along with some proof of
who fritz is (I suggest a drivers licence with the number blacked out)
placed on a public file server would do that very nicely and not require
a trusted third party to verify.

I suggest you engage a solicitor to hold the cheques.

You both pay the *full amount* of the solicitor's fee to the solicitor
(as an example say $60). Apart from the conditions of the bet both
parties also agree to pay the solicitor $3000 if they (singular) attempt
to cheat (tamper with the evidence, try to impersonate the other party
or the solicitor etc)

The solicitor takes his fee from the two amounts paid. (in the example
$60 from the $120 total put up by both parties)

If one party fails to put up the solicitor's fee, the solicitor is paid
from from the party who did "ante up" and writes a letter to the person
who paid, naming the other party as the "gutless wonder" (use other
terms) who backed out of the bet. The "winner" can use this letter to
publicly shame and disgrace the other party. The solicitor sends a copy
of this letter to the loser.

After both parties "ante up", they forward cheques to the solicitor for
the amount of the bet, minus the solicitor fees (in this example with a
$1000 bet that would be $940)

If one party fails to put up the amount of the bet, or the cheque
bounces, the solicitor is paid from from the "ante" and writes a letter
to the person who put up the amount of the bet, naming the other party
as the "gutless wonder" (use another terms) who backed out of the bet.
The "winner" can use this letter to publicly shame and disgrace the
other party. All monies other than the solicitors fee is returned to
"winner" who put up the the amount of the bet (in this example that
would be $940 + $60)

If both cheques bounce the solicitor writes to both parties and keeps
both ante's

After the cheques clears Fritz has a set time (say 21 or 30 days) to
provide to the solicitor proof of his ID and the articles in his name to
win the bet. Phil wins if the time expires and Fritz has not won.

The winner collects all monies less solicitors fees (in this example 2 x
$940 + $60) and receives a letter to the fact and can use this letter to
publicly shame and disgrace the other party. The solicitor sends a copy
of this letter to the loser.

This is a working, non-cheatable protocol that will give you a
guaranteed "return" for as little as the solicitor's fee.

I remind both that solicitors are very aggressive at defending
themselves if anyone tries to spoof a letter from them. So, if there is
any cheating the "loser" can verify with the solicitor and know that the
cheat will be in heaps of trouble. The $3000 figure for cheating is not
arbitrary. It is an amount big enough that if the cheat refuses to pay,
the solicitor can petition for your bankruptcy (which will automatically
cause other lenders - house, car etc - to join the petition or the
solicitor might petition the court sheriff to enforce payment (after a
small claims ruling which will be straight forward)


The solicitor might want a fee for each part of the bet. That is fairly
straight forward.
