I don't understand the question either!

Assuming that the gist of it all is that you want an IP connection on a
Mobile Terminal for an application you are writing (i.e.cell != something
biological) then it all depends on an evil collusion between the OS,
Terminal, Mobile Network and Mobile Network Operator *how* it actually ends
up working. (i.e the socket can be terminated on the Terminal, in the
Basestation, or at some remote central server - we just do not know and
should not attempt to know because this might change on roaming).

The end result to your application when using the API's provided, however,
should be something that looks and feels like a standard Socket even if it
is not:

In the "Java 2 - Mobile Edition" "as deployed", HTTP is A.F.I.C.R the
*only* protocol available trough IP sockets because traffic is (assumed to
be) prox'ied somewhere in the 'net by the operator and HTTP is what's
generally implemented (and there *is* the Conspiracy Theory that Operators
do not *want* the possiblity of general IP services such as Free VOIP or IRC
on Mobile Phones).

So, really, we need much more info about what you *want to do*.
