How doable would it be for mains electrical supply to have the time encoded
into it, and for a device with a clock to automatically synch to the time on
power up?

It's doable locally, with say an X10 system. But you'd have to have an
X10 clock talking to some other X10 source that maintains the time,
but that would of course be pretty stupid in most cases. Far easier to
just have battery or supercap backup, or utilise one of several forms
of wireless time standards.

On a larger grid scale it's also technically possible in theory, but
fairly difficult to do in practice.

Depends on what application/cost, but what about a small GPS module that
produces 1 microsecond pulses synchronized to GPS clocks from the
satellites?
