Bar-graph display ?

There is a circuit for a bar-graph display,

The circuit has a diode between the input an pin 5
amd is described to have an input range of 0 to 1
Volts.

My question is wouldn't the input range have to
start at 0.6 Volts due to the diode ?

Yes, but the diode isn't needed, the 3915 can handle the negative-going part
of the wave without false output.
