Which pcb editor should I use, adn where can I get my pcb's

Hello all,
As I have not done it before I need to ask which pcb layout program
most low-cost users use. What is the best free one or do I need to
seriously considering paying for one. Is orcad still considerd the best
and is it very expensive for a beginner. Also, since I don't want to etch
myself with all those toxic substances, is there a company that will etch
just one board, and if so, will it be sufficient to give then the pcb file
or will they tell me to use any particular pcb designer ?
