Can someone suggest a site that has PAL color charts and good info on
how to adjust a PAL TV set for correct color, contrast etc?

Go buy a test DVD. There should be a pal version available by now.

One matches a white screen to the lamp.

No colour blind people need apply.

Contrast and brightness are set to suit ambient light conditions
and taste.

Or in our case, a rather expensive Philips PM5639 colour analyser and
pluge, colour bars and 15% and 85% white test signals. We also need
to be able to disable the red and green guns for correct black level
adjustment as per our procedure.

Depends how crazy you wanna go I guess, but it would seem difficult
without one of the above mentioned devices.

ABC canberra has such a reference lamp, but we have used it in the
past and found it to be a pain in the backside. Not to mention the
strain on the ol' retina. But if you're only doing one screen that
wouldn't be too bad.
