Problem with D16-III TV chassis

Dear,

I'm in trouble with a Philips television 25DC2060 which has a D16-III
chassis. On power-on the television is not working and the frontpanel LEDs
are all OFF.

I only have part of the schematic drawing and NO service manual.

After the mains-rectifier I do measure 280V, but in the secundary of the PSU
all voltages are way too low. Even the 5V standby is only giving about 4,3V
after the 5V stabalizor, as the input to this stabalizor is only about 6 V.

Injecting about 8V in front of the 5V stabalizor (while TV disconnected from
mains) gives about 4,9 ... 5V behind it, and this results in the standby LED
starting to flash.

Shouldn't the fulll 5V standby-voltage always be there, even in case of
PSU-protection-mode as otherwise the logic cannot function ?

The EHT-transistor seems to be OK and some of the low-voltage taps of the
flyback-transfo are giving some output after the rectifier, but again way
too low.

Any help / suggestions would be highly appreciated as well as a full copy of
schematic drawing and/or service-manual.
