Hello I have a problem with a panasonic tv model ct-27s1cs the tv doesn't
power on i have change the stk730-020 and R805 0.39ohms it was open. The
tv still won't open only the click of the relay

With your DMM confirm that start up B+ getting to the jungle chip.
With your oscilloscope verify that H pulses seen at the Base of the H-Drive
xstr when turning on the power switch.
