I am interested in buying a low-end (12 to 15 inch) vinyl cutter........I
searched for newsgroups with "vinyl" & found record groups....

Can anyone direct me to a newsgroup or area that would be helpful to a
newbie in this area?

Maybe some of the graphics groups, such as corel or Illustrator.
Roland types are popular. I see a Yahoo group for Roland owners that
gets about 2-3 messages a day. I leave finding the above as an simple
exercise for you.

aside from searching groups, look for web pages. try searching inet for
CNC machines or CNC routers. try sign cutter.

since one of my projects is to design a PCB drill, i went a little
farther and planned for CNC routing. i wanted to check out some existing
machines and found

i think the smallest unit they carry is suitable for sign cutting. not
sure what to do with that thin vinyl stuff that goes on the sign.

they have a Camtool 1515 (15"X15") and a 2424R. both are suitible for
sign cutting. if that's not for thin vinyl, i suppose if a piece of
plastic or metal were covered with the vinyl and protected by a peel off
paper, you could route the vinyl away by setting the router/engraver
depth just right, route it, and paint the background before peeling off
the protective paper.
