modifying_drc

i would like to know whether we can modify the drc file,which is in
the cadence celltechlib technology library file ?

if yes, how to do that ?

really i can't see why you would modify this file.
anyway, if you want you can of course.
check the candence documentation "Diva Reference"
here you'll find everything about drc rules files.
