After repairing a microwave oven should I plug it in and test it to make sure
everythings in working order before I reassemble it?

What exactly can you test before you reassemble it? :)

If you mean, put the cover back on, depends on what you want to test. Even
if the magnetron is replaced, if properly installed there should be no
radiation leakage from within the electronics bay.

Agreed, if in question of your repair expertise let an expert do the job
corectly the first time.
