a dark line on the outside where it has tracked across the surface.

I have one that shows cracks. Don't know whether that was the cause
or the effect though.

So, don't count on visible damage.

Agreed.
If it looks fine then it could be dead.
If the case is cracked or the potting compound is cracked then it is suspect but may
be just fine.I'd suggest filling cracks with wax or HV potting compound just in case.
Once tracking has started and some of the surface has turned to carbon, the rot has
started and carving the carbon surface away with a scalpel and filling with wax is
the only solution
As with many things in life - Appearances can be deceptive.
Triplers are difficult to test at anything other than full drive voltage as faults
can be breakdown effects.

In short - substitution is the best way forward but expensive if it turns out not to
be faulty anyway.

Depends on the failure mode and the current availability .

The ones I have show no sign of damage, they just won't work or have low HV output .
I have seen a few monitor flybacks with external damage though .

Depends on the failure. If they short, no. If they are cracked and the HV
it arcing to the metal frame, then yes.
