design forum for advice on building something absurd that has nothing to
do with electronic design unless they're playing a joke.

There are still people & places that do such things. Usually such requests come to nothing but doubtless sometimes the poster means it and sometimes they follow through. The law prohibits you from assisting terrorists.

The OP is not a terrorist, just a troll. This should be blindingly
obvious to everyone. The answers to the questions he has posed here could
easily be found by a 5 minute web search; it's no secret. But that

They usually are. Personal electric shock devices are on one of our lists of not legal to export technical info about. Your laws might be different.
