I have a project to replicate various standard cell libraries, so I
make use of ccpCopy to copy cell hierarchies. Sometimes the cells
number several thousand, and I notice lots of time is spent by ccpCopy
checking out the basic '111' license. Does anyone know a way I can
speed up this bottleneck in the process?

You mean the ccpCopy SKILL function? That's odd, because it should be checked
out by the framework already.

I'd suggest you contact Cadence customer support at http://support.cadence.com
